holding waivers under the authority of the Drug Addiction Treatment Act of 2000
to discuss the clinical use of buprenorphine in the treatment of opioid addiction
and related issues. This is not a forum to solicit group advice for purposes of
advising SAMHSA or any other Federal agency.
